The National Recycling Programme was launched in April 2001. Under this programme, the public waste collectors licensed by NEA are required to tie up with recycling companies to implement door-to-door collection of recyclable material in both HDB estates and landed properties within their servicing sectors.

Besides the door to door recycling programme, it was also a requirement for PWCs to provide centralized recycling depostitories within the HDB estates so as to provide additional recycling infrastructure for residents and the general public to deposit the recyclables at any time.
